You will serve as an Attorney-Examiner in a District, Area, or Field Office with the responsibility of handling cases under various anti-discrimination laws and to conduct hearings filed by federal employees and applicants for federal employment.

The incumbent presides over hearings on federal employees or applicant complaints of discrimination, including individual complaints, class complaints, and claims of relief by individual members of a class complaint.  Makes procedural and evidentiary rulings as necessary.  Ensures that the record developed is sufficient for a fair and impartial recommendation on the complaint.  Does legal research on applicable equal employment opportunity of federal employment laws.  Writes detailed opinion containing findings of fact and conclusions of law.  Recommends remedial action, e.g., hiring, reinstatement, promotion, backpay, discriminary action, required to resolve individual and class complaints, where finding of discrimination is made.


Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

Basic Requirements:
All candidates must have earned their first professional law degree (LL.B. or J.D.) and must be a member of the BAR.  In addition, applicants must have the following years of professional legal experience:
     (1)  One year of professional legal experience; or
     (2)  One year of professional non-legal experience at the GS-11 level or equivalent in the  Federal service which demonstrates that the applicant has an intensive knowledge of the laws administered by EEOC and their application. Examples of experience that may demonstrate this knowledge are:
               (a)  Experience as an Investigator, Equal Opportunity Specialist or Paralegal Specialist; or
               (b)  Full-time or continuous participation in a legal aid program as opposed to one-time, intermittent, or casual participation; or
               c)   Significant summer law office clerk experience; or
     (3)  Evidence of superior law student work or activities as demonstrated by one of the following:
               (a)  Academic standing in the upper 20 percent of the law school graduating class; or
               (b)  Work or achievement of significance on the law school's official law review; or
               (c)  Special high-level honors for academic excellence in law school, such as election to the Order of the Coif; or
               (d)  Winning a moot court competition or membership on the moot court team which represents the law school in competition with other law schools; or
               (e)  Other equivalent evidence of clearly superior achievement.
For GS-13:
In order to be considered qualified at the GS-13 level, in addition to the basic requirements described above you must have at least two years of professional legal experience-- one year at the GS-12 level or equivalent education.
Professional legal education above the first professional law degree may be substituted for experience required for GS-13 as follows:
     (a)  The second professional law degree (LL.M.) may be substituted for one year of experience.
     (b)  The third law degree (J.S.D.) may be substituted for one year of experience beyond the LL.M.
All qualification requirements must be met by the closing date of this announcement.
