أسست جمعية الرعاية المتكاملة المركزية عام 1978، بهدف حشد و تدعيم وتنسيق الجهود على أساس تطوعي لضمان رعاية ثقافية وتعليمية واجتماعية لأطفال جمهورية مصر العربية. وكان الغرض من تأسيسها القيام بتشييد المكتبات كمنارة ثقافية فى الأحياء الفقيرة إيماناً أن المدخل الطبيعى لتطوير المجتمع يبدأ بتثقيف الطفل و الأسرة.

تشكلت جمعية الرعايه المتكامله على أساس تطوعى لتوفير رعايه متكامله لتلاميذ المدارس الإبتدائيه فى الأحياء الشعبيه لما للمدرسه من دور فعال وحاسم فى تنشئة الطفل.

بدأت جمعية الرعايه المتكامله نشاطها فى عام 1977 فى مدرسة واحده فى حى بولاق تلتها مدارس أخرى فى أحياء مختلفه. كانت الأهداف الأساسيه للجمعيه فى ذلك الوقت هو الإرتقاء بمستوى المدرسة الإبتدائيه فى الأحياء الشعبيه وتأكيد دورها كمركز إشعاع فى البيئه المحيطه بها والذى يمكن من خلاله النهوض بالمستوى الثقافى والصحى والإجتماعى للحى بالجهود الذاتيه وكذلك توثيق الترابط بين المدرسه والمنزل فى عملية تنشئة الأبناء ودراسة وبحث الحاله الإجتماعيه للتلاميذ للتعرف على مختلف المشكلات الدراسيه والمنزليه والمجتمعيه التى تؤثر على مدى تكيفهم بالمدرسه وتوافقهم مع مجتمعهم وإستمرار رعاية التلاميذ فى الأجازه الصيفيه بتنظيم أنشطه ترويحيه ومهنيه تسهم فى تطوير مهاراتهم ونموهم السليم. كان هذا هو الإطار العام لرسالة الجمعيه وأهدافها والتى تم ترجمتها إلى خدمات تربويه وصحيه وإجتماعيه كانت لها آثارها المباشره فى الإرتقاء بالمدارس وربطها بالمجتمع وتوفير الخدمات اللازمه بها للتلاميذ.
وعلى مدار السنين واصلت الجمعيه تطوير خدماتها بما يتلائم مع المتغييرات والمستحدثات والإحتياجات الإجتماعيه المستجده فوجهت إهتمامها للتنميه المحليه بشكل أعم وأشمل وواجهت من خلال ذلك مشكلة إنخفاض المستوى الإقتصادى للأسرة وخاصة فى المناطق ذات الكثافه السكانيه العاليه والذى يؤدى بطريقة مباشرة إلى خلق مشكلات كثيره فعملت من خلال عدة برامج على رفع المستوى الإقتصادى للأسره وتمكين المرأه المعيله ورفع قدرات ومهارات الشباب المهنيه والإرتقاء بالبنيه الأساسيه وخدمات المواطنين.

ومنذ عام 1990 (عام الطفل المعاق) وضعت الجمعية نصب أعينها الاهتمام بذوي الاحتياجات الخاصة كهدف أساسي من أهداف أنشطتها المتعددة في مجال خدمة الطفولة إيماناً منها بأن الطفل المعاق له كل الحق في الرعاية المتكاملة من خلال تحسين نوعية حياه الأطفال ذوى الاحتياجات الخاصة برعايتهم و تأهيلهم ومساندة اسرهم تأكيدا على حقهم الإنسانى فى التمتع فى الحياه وتهيئة البيئه المناسبه التى تساعد على ذلك.

رسالة الجمعيه:
المساهمه فى التنميه الثقافيه والإجتماعيه والإقتصاديه والصحيه للأسره المصريه.

أهداف الجمعية:
1. تنمية عادة القراءة لدى جميع أفراد الأسره والإرتقاء بمستوى خدمات المعلومات، وإستحداث خدمات للتنميه الثقافيه والفنية بالمكتبات والمشروعات التابعه للجمعيه.
2. المشاركة في النهوض بأدب الطفل في مصر, من خلال الندوات والدورات وورش العمل والمسابقات لكتّاب ورسّامي كتب الأطفال.
3. العمل على حثّ الأنظمة المدرسية الحكومية منها والخاصة على إعادة تنشيط المكتبات المدرسية, والتوسع فيها، وإمدادها بالكتب العلمية المختلفة التى تساعد على الإرتقاء بالعملية التعليمية.
4. إحداث التكامل بين الخدمات التربوية والصحية والاجتماعية والثقافية والرياضية المتاحة للطفل والأسرة .
5. استخدام الأسس العلمية الحديثة في توفير الرعاية المتكاملة للطفل ذو الاحتياجات الخاصة، وتوجيه أسرته على نحو يساعدها على تقديم خدماتها له .
6. المساهمه فى تنمية المجتمعات المحليه وتحسين مستوى المعيشه بها والإرتقاء بالمستوى الإقتصادى بها من خلال تطبيق برامج محو الأميه والتدريب المهنى وفصول التقويه لتلاميذ المدارس لمحاربة التسرب من التعليم والقروض الدواره للمرأه المعيله.

• العمل المؤسسى من خلال الهيكل التنظيمى الجيد والإستخدام الأمثل لتكنولوجيا المعلومات والتدريب للعاملين بالجمعيه والتطوير لنظم العمل والجوده والسرعه فى الإدارة.
