This position serves as Clinical Coordinator Pharmacist Program Manager in the Inpatient Section of Pharmacy Service at the Overton Brooks VA Medical Center, Shreveport, Louisiana.

The incumbent will be under the direction of the Chief, Pharmacy Service; the Clinical Coordinator/Program Manager, Inpatient Pharmacy will be responsible for the daily supervision of inpatient pharmacy staff and the operational and clinical program management of all inpatient pharmaceutical care activities.  This includes the coordinating, developing, organizing, and managing the inpatient pharmacy medication distribution systems, drug therapy policies and procedures, personnel equipment and budgets allocated to these functions.
a.    Develop and maintain effective pharmaceutical care programs from cost and patient outcome perspective.
b.    Provide on-going continuous improvement plan for monitoring of inpatient pharmacy programs.
c.    Provide the framework, philosophy and the environment for effective inpatient pharmacy staff participation in clinical activities.
d.    Monitor and evaluate staff performance and patient clinical outcomes related to these activities.
e.    Maintain a safe, timely, efficient and cost-effective drug distribution and inventory management system in all areas of pharmacy practice.
f.     Responsible for the professional and administrative management and the supervision of pharmacists, pharmacy technicians, and other supportive personnel.
g.    Plan for continuing education and staff development needs.
h.    Prepare and/or review written employee performance evaluations, and approves/or makes recommendations for appointment, incentive awards, promotions, and advancements for achievements.
i.      Responsible for operational effectiveness of all pharmacy programs.
j.      Assess, plan, and evaluate inpatient pharmacy programs to ensure the proper coordination between the delivery of pharmacy services and the overall delivery of healthcare to the veteran patients.
k.    Control the utilization of Pharmacy Services resources, and operates the Pharmacy programs within budges and allocated personnel ceilings.


Qualifications and Evaluations

QUALIFICATIONS REQUIRED:

A. CITIZENSHIP:  Must be a U.S. Citizen.
B.  EDUCATION:  Graduate of a degree program in pharmacy form an approved college or university.  The degree program must have been approved by the American Council on Pharmaceutical education (ACPE), or prior to the establishment of ACPE, have been a member of the American Association of Colleges of Pharmacy (AACP) OR Graduates of foreign pharmacy degree programs meet the educational requirement if their degree is found to be equivalent to degree programs recognized by the ACPE.  This finding may be based on any of the following: (a) a letter of acceptance into a U.S. graduate pharmacy program recognized by the ACPE; (b) Written certification form the Foreign Pharmacy Graduate Examination Commission, that the individual has successfully passed the Foreign Pharmacy Graduate Examination; or (c) a letter from a U.S. college or university with a pharmacy degree program recognized by the ACPE stating that the individual' s foreign pharmacy degree has been evaluated and found to be equivalent to its Bachelor of Pharmacy degree.
C.  LICENSURE:  Full, current, unrestricted license to practice pharmacy in a State, Territory Commonwealth of the United States, (i.e., Puerto Rico), or District of Columbia.
D.  ENGLISH LANGUAGE PROFICIENCY:  Proficiency in spoken and written English language is required for direct patient care positions by 38 U.S. C 7402(d) and 7407.  (P.L. 95-201)
E.  PHYSICAL REQUIREMENT.  Placement in this position is subject to meeting the physical requirements of the position.
ADDITIONAL EXPERIENCE AND EDUCATION REQUIREMENTS:
In addition to meeting the basic requirements, candidates must have all of the following:
1.  To be creditable, the experience must have required the use of knowledge, skills, abilities and other characteristics associated with current professional pharmacy practice.  The experience or education must have been gained within 3 years prior to the date of appointment.  This may be evidenced by one or more of the following during the 3-year period: (a) The equivalent of 1 year of active professional practice.  Active professional practice means paid/non-paid employment as a professional pharmacist as defined by the appropriate licensing board; (b) In addition to a full, current and unrestricted license, annual completion of a minimum of 15 continuing education units (CEUs) recognized by ACPE; or (c) Academic course work leading to an advanced degree in pharmacy or a related health care field.


2. Experience is only creditable if it is post-licensure experience as a professional pharmacist directly related to the position to be filled.  Qualifying experience must also be at a level comparable to pharmacy experience at the next lower level.  Experience as a Graduate Pharmacist is creditable provided the candidate was used as a professional pharmacist and subsequently passed the appropriate licensure examination.


3. Completion of the equivalent of 1 year of creditable experience at the next lower grade level, which is directly related to the position to be filled.

After appointment, you will be subject to random testing for illegal drug use.

You must have a certification, licensure, or registration credentials in Pharm D for this position. In some cases, these may be substituted for experience and education.

You will need to successfully complete a background security investigation before you can be appointed into this position.

Knowledge, Skills, Abilities and Other Characteristics Required:
Element 1:  Knowledge of specialized area of clinical pharmacy practice or a specialty area of pharmacy such as quality assurance/utilization review, ADP systems, drug information, etc.
Element 2:  Knowledge of pharmaceutics, pharmacokinetics, pharmacodynamics, and pharmacotherapeutices;

Element 3:  Skill in monitoring and assessing the outcome of drug therapies, including physical assessment and interpretation of laboratory and other diagnostic parameters.
Element 4:   Knowledge of the design, conduct, and interpretation of controlled clinical drug trials or other research related to health care
Element 5:  Ability to effectively communicate, both orally and in writing, with a wide variety of individuals including patients, their families, and all levels of healthcare professionals.


Element 6:  Knowledge of the standards related to distribution and control of scheduled and non-scheduled drugs (including research and investigational drugs.)  This includes, but is not limited to, the standards established by DEA, FDA, VA, the State and Joint Commission.
In addition, pharmacists assigned to this position must demonstrate the knowledge, skills, and abilities necessary to complete the following duties:


  1. Supervisory duties:  This includes responsibility for assignments of duties; development of performance standards and performance evaluation; recommendation for appointment, awards, advancement, and when appropriate, disciplinary action; identification of continuing education and training needs.
  2. Serve as a consultant within Pharmacy Service and with other facility health care staff in evaluating health care delivery to patients.
  3. Assessing, planning and evaluating the pharmacy program to ensure proper coordination between the delivery of pharmacy services and the overall delivery of health care.
